  Item was lost by the post office. Seller promised a refund if it did not show up by a certain date. When it did not show up by the promised date (and was clearly lost), the seller dragged his feet in granting the refund, moving the goal post from the original date to several days later. I had to file with eBay before the refund was received. Seller was responsive to messages and did grant the refund but his procrastination and decision to change the refund date were frustrating.
