I assume that Ebay collects the VAT and is responsible for paying it to the State. In France, the delivery person (the post office in my case) is responsible for collecting unpaid taxes and VAT from customs. They do not check whether you have paid. If there is no mention on the envelope that the VAT and tax have been paid, they charge you: 20% VAT + €8 management fee. So you pay again the taxes + €8. Kafka.
