  I was suppose to receive 16 units and I only received 12. I contacted the seller twice about the shortage but they refuse to respond to me.

  There was no shortage, and buyer only ever contacted us before shipping demanding we provide a partial refund on shipping. Shipping terms are plainly stated in the listing and he ignored them. Items from 3 orders were shipped in 2 separate packages. 12 in 1 and 4 in another. Buyer is just angry he failed to read the listing. No contact about any supposed shortage.
