Reviews
Merilee S. Grindle is one of the most perceptive commentators on governance in our time. This volume is an indispensable resource for anyone who is interested in government capacity building., The book is an important contribution to governance and development. Its impact is likely to go well beyond a historical marker and celebration of 35 years' experience in the Harvard Institute for International Development. What we have here is a demonstration of an approach to development which bolts together the intellectual and the pragmatic, with positive impact upon the welfare of millions...Grindle's book...will influence the development of governance and interdisciplinary intellectual work., [This collection's] basis is that lessons can be learned from inadequate public administration, that innovation discerned in good practice can be disseminated and that progress can occur from practical demonstration rather than from revolutionary fancies, whether good or otherwise. The book shows the elements of real promise in governance. And though the title of the book indicates that the subject addressed is 'good government', many of the better sections explore the substance and nature of governance. That is to say, they elaborate and explain such subjects as accountability, state-market-society relationships, and how research can improve not only policy, but also the way the millions in poverty can improve their lives by relating their changing experience to findings from modern research and professional practice...The book is perhaps appropriately characterised as a sophisticated manual of good practice, as an important contributor to discussions of the development of state, and as a secular sermon in favour of practical rather than ideological welfare...The book is an important contribution to governance and development. Its impact is likely to go well beyond a historical marker and celebration of 35 years' experience in the Harvard Institute for International Development. What we have here is a demonstration of an approach to development which bolts together the intellectual and the pragmatic, with positive impact upon the welfare of millions.

Synopsis
The creation and preservation of capable states is a lengthy, laborious, and multifaceted process, fraught with opportunities for failure and misspent resources. It requires time, commitment, innovative ideas, consensus building, new rules of the game, efficient design and resource allocation in technical assistance, and considerable good luck. By the mid-1990s, the imperative to improve government performance had been added to the development agenda precisely because of greater awareness that neither markets nor democracies could function well or perhaps function at all unless governments efficiency, effectiveness, and responsiveness are improved.
