Seller agreed to refund both the tool price and the shipping cost back to England. He refunded the tool price but has not refunded the shipping cost of $31.95 nor replied despite two messages sent April 18 and May 11. I rather hate to give a bad review, but it seems my only option. Ebay is not helping me with this either.
