  Customer has not returned the item for a refund. Customer is required to return item in order to receive a refund. Item was listed "as is, no returns". Seller beware - customer requested a discount before purchasing item, then complained he couldn't blow up the balloons, and then requested a refund and has yet to return the item for a refund, which he will receive when return is received.
