  The item works functionally as described. The box was lightly beat up by the USPS, not crazy, so it was that the seller mistakenly packed inadequately, and it arrived damaged. To the credit of the seller, the reasonable cost of their shipping included partial insurance. The USPS easily agreed to fully pay to its full limit of liability. The seller covered some damage (less & not enough). I kept the item, but likely it would not have fetched the price I ended up paying in a damaged item bidding.

  I offered to accept a return for a full refund; buyer declined. We then agreed the buyer could keep the sign and accept a partial refund.
