  Bonds card was accurately described. Accounts vary, but it seems the card was delayed within the boroughs of New York City for six or seven days or the seller delayed several days between the time the postage label was created and when it was actually presented to the postal service. Card arrived in plastic, but I would have preferred a top loader.
