  A ripped envelope with no card in it arrived at my local po to be delivered to me. I contacted seller because per the postmaster seller needed to file claim since it arrived to them in that condition. Explained this to seller. Seller advised they would file claim. Never heard from seller again. Had to have ebay step in and refund me.
