They did refund me 100% of what I paid and I did not have to send the item back to them.It was a lower priced item. I do believe it was new but quality has gone down so much with everything. Delivered yesterday afternoon well-packaged in a cardboard box with bubble wrap surrounding the item & very much within its ETA. An excellent transaction for this pewter comeorative plate that pairs well with another of the same variety that depicts Washington crossing the Delaware early during the American Revolution as it depicts the very end of said conflict with the surrender of Cornwallis.
