  USPS said item was delivered. IT WAS NOT. I never received this item. Seller is a "class act" who, when notified of my non-receipt, graciously and immediately provided a refund. (THANK YOU CAPCITYSPORTSCARDS! I will definitely buy from you again.) Ebay needs to stop relying on USPS tracking info as a definitive determinant of delivery success. As most of us know, USPS is OFTEN wrong (and thereby, so is Ebay for believing them).
