I informed seller who directed me to make a claim with USPS. I have been informed by my USPS office twice before that the party paying postage must submit the claim on an errant delivery. I replied to the seller that they would need to pursue with USPS and asked for a replacement or refund and got no response. I have also made claims to Ebay in these situations and have been that if USPS says "delivered", there is no recourse.
