This item was also a "no returns" auction. So on a wing and a prayer, I bought the shirt. Item description could have been better and communication with the buyer was poor. Shipping costs were good. Packaging was in a plastic black shipping bag. To answer my original question all you had to do is say 22".

When I would try to contact the seller it was usually met with no response for several hours or the next day. This was a military uniform that I need (due to uniform shortage) and I did not receive the package in a reasonable time. Seller kept telling me they shipped the package my USPS has no tracking available and still states they do not have the package.
