Yes, he sends you the money back as soon as you open a case with eBay (and it's not possible anymore to give a negative feedback afterwards..). Not sure why this seller can exist on eBay. So many negative feedback received, selling fake perfumes, and still here. It's possible that among the fake products he sells, maybe there are also authentic ones, but that was not my experience.
