If you have this problem go to Device Manager page and "Disable" the CD-R. After it is disable you can format the drive. I use third party software to do a low level format. After that Win 10 recognized it as a Hard Drive and let me install it via Disk Manager page. Drive is 1 TB USB 2.0 drive as advertised. Works well.
