It was still a good deal, though he didn't lower the price from not shipping, nor was he great and communicating when I asked questions.     Exactly the part I needed. Seller kept me informed on the part's progress through the tracking number. The USPS took three weeks to deliver it. It was better traveled than an airline pilot. After the USPS juggled it around to a few post office sorting centers it finally arrived. NO fault of the seller!
