Thanks to seller that item was indeed an op.amp but not a microcontroller. Mitsubishi also produced M5214L which is micro controller. Looks identical but function is absolutely dif. Weird but usual for those days. The same story goes with HA1457. it can be an oscillator or an op.amp as well.

The packaging was a mess, but the transistors themselves seem fine. Since the shipment was presumed lost, I received a refund several weeks ago, so it feels odd to get them. They are useful to me as I will likely encounter another project that will need them. I do feel I need to make this right with the seller, though, since they shipped it in good faith. I ordered the correct number and he sent the correct number. He did some research and fund that product # comes in 3 sizes. Neither he nor I knew that. I've mailed it back and he said he will credit me. Good honest fast communication.
