I double checked to make sure that my steering wheel was within the 13"-15" dimensions and the cover was still about 2 inches too small ended up ripping as soon as I tried to put it on. I didn't even have to stretch it hard either; it was like it was dry-rotted. I'm more than disappointed with this. I was excited for this steering wheel cover (it's my favorite style). This is what I get for trying to save money.
