Exactly as described in terms of sets being complete with one set being incomplete, but only missing one piece. Was very happy that sets had nuts and bolts, which there were plenty of. She even sent a video but the frequencies heard were not in the correct range. The radio arrived superbly packaged. I obtained a power lead and unfortunately AB is not working properly. When I let her know, a refund was issued almost immediately. What a nice eBayer- recommended.
