He promptly refunded my full purchase price and shipping cost on his own, so I am made whole financially. Although I do not have the item I wanted to buy, I couldn t ask for him to do much more. I do think that Ebay s communication process could be improved, but that is not the vendor s fault.

USPS bounced it back and forth and it was delivered 3 days late. It was exactly what I ordered. It was clearly marked used and the handle grip needed to be cleaned up a bit but it will work just perfectly.
