Although, it says that the device needs a Cisco Meraki Cloud account, it does work without an account. It does require an upstream connection to the wan (internet).

(total 20) Although I received only 10 transceivers in the first delievery, the seller sent me remaining lot of 10 promptly after contacting them. Every transceiver shows a good working condition. I highly recommended for someone who has the older Cisco switch with the SFP ports. Thanks for smooth transaction!
