I would never have bought the item he sent. At first he acknowledged a mixup and promised a refund after I send documentation that I received the wrong item, then, for some reason, changed his mind and told me I had to deal with Ebay on the matter. I will definitely arbitrate the charge. I let him know that the item he sent is probably not worth what the return postage would cost, but have not gotten answer
