I think being “underpromised and over-delivered” is probably a better customer experience. But, when we list an item for sale on Ebay, that is not a condition option that is available. The item is either listed as NEW, Open Box, Used, "Seller Refurbished" or Parts/ Repair. Those are the ONLY options. So, for this particular item, the best choice was to select "New" for item condition.
